Is the lighting going to be mounted to the bottom of the plywood between the 2"x6" supports?

Looks like you'll only have 2" to 3" above some of those tanks. That would be very tight.

The only thing you may want to add is some lateral reinforcing. "X" bracing, plywood on the back of the stand or fasten to the wall. There shouldn't be an issue with the tanks and the lateral bracing but if someone should lean against the stand (like when you're maintaining the top tanks)

Just some things to think about...although it looks like you've already done a lot of planning.
