Default Permit Process

Well, at least one of ya'll wants to hear this

So far, I've applied and been approved for level one access at the USDA eAuthentication site. (www.eauth.egov.usda.gov) Now I have to go to my local USDA office, who by the way thought it was HYSTERICAL that I wanted a snail shipping permit, and give them my drivers license so they can make sure I am who I say I am. That will give me level 2 access to the site.

You do for pomacea bridgesii, aka mystery snails or brigs. For common ponds, ramshorns and MTS you don't. Pomacea canaliculata, aka apple snails or canas,can't be shipped between states at all. I don't think Marisas or Columbian Ramshorns can either, but not sure on that. I don't keep them because they eat plants so I'm not up on them.

The visit to the USDA office was fairly uneventful. No problems getting the level 2 authorization. Finding the ePermit once I got home was another matter entirely!! The gov't does NOT like making things easy The website is https://epermits.aphis.usda.gov. The form number is PPQ Form 526. Beyond that it is merely a matter of filling in the blanks. I've submitted one for Indiana and am waiting to see what happens from there before submitting more.

Right behind you Gena. Just got to get down to the office for level 2 I haven't looked at the permit app yet, but can you just file for all states at once?

No, you have to fill out one for each stinkin state. I'm not bothering with Alaska or Hawaii as they are too far for me to ship comfortably and nothing gets into Hawaii. But, I figured out this morning that you can click on the copy icon next to the permit you've already filed and then simply change the state. MUCH quicker that way than re-entering all that information.

Well, I have the first 3 permits Last Friday I got messages that I needed to confirm conditions. There were several, such as I have to keep shipping records for 2 years, ship the snails in escape proof containers, that I can be inspected during "normal business hours" and such. Nothing horrible really. I confirmed those Friday through the website. Today Dr. Swallow called as I had somehow submitted AZ 3 times. It took some getting used to with the site LOL! She was VERY nice!

All together, it took from 9/13 to 9/25 for those permits to be approved. Not bad considering it is the gov't. I expect by 10/1 or so to have all the permits ready to go.

If anyone has questions on how I filled mine out or navigating the site, please PM me or post. I'll do my best to help out.

Today I received the final 12 permits. Took almost a month all in all, not bad and I'm legal to ship to the lower 48. The offer does still stand if anyone needs help or has questions, I'm open to PMs or answering here.

It really wasn't that big of a deal, once I figured out what I was doing. Probably 3 hours or so of my time, that I'd be wasting online anyway And the entire process is free.

They all laugh I think 'cuz they know they've got us in their wicked clutch of oppressing rules and regulations *insert crazy-guy laughter*
I have permits for US places I didn't know were US territories! You get in that mode and I just kept clicking on the next in line in the drop down window. Then at the end I'm wondering how I have 56 apps when there's only 49 states...

BTW, Chickie, where'd you get that pic of me?

Do you need a permit to ship within your own state? Just wondering since you said there are 49...

Is this a "for commercial purposes only" type thing? Or do I actually need a permit to send a few snails to a friend? And one more.... Do you need permits for all the states they will pass through, or just destination?

Just the destination Dan, and no you don't need a permit for your own state. I didn't bother with Alaske, Hawaii and the territories. I don't hink you need a permit for regular pond snails, only Brigs and Canas. Technically you would need a permit to send them to a friend out of state yes. But then again, what they don't know....lol

I know alot of people who ship snails cross the states, and never heard any of them say anything about needing or having permits.

Right!

But...the reason (I was told) for needing the permit for brigs in the first place was that they're hard to distinguish from Canas when young. As far as I know, you can't get a permit to ship Canas and they (USDA-APHIS) doesn't even want to see Canas at the same facility as brigs. Line one on my permit conditions page states "Shipments must not be contaminated with other species of snails, especially plant-feeding snails like Pomacea canaliculata. Contamination of any shipment with plant-feeding snails is a violation of this permit."

What does someone who is moving out of state and wants to keep their snails do? Just take them with and keep them in safe responsible conditions?
